If the Dealer's hand exceeds 21, it is bust, and you automatically win. In Classic Blackjack, you can only bet one hand at a time. If the value of your hand is closer to 21 than that of the dealer, you win. Individual tables may have a higher minimum bet and a lower maximum bet.
